<p>Here’s the skinny. Credit card companies are weighing their options in a credit environment where credit card defaults have risen above 10%. Moody’s (Stock Quote: MCO) estimates that the national average charge off rate was 10.52% in July and is expected to hit 12% by mid-2010, the company reports.</p>
<p>Defaults lead card companies to “charge off” debts from card consumers – meaning it’s money the card company expects it will never get.</p>

<p>For all the attention they generate, though, credit scores are largely misunderstood. For instance, your precise score matters only when you&#8217;re in need of new debt, like a home, auto or education loan or a new credit card, which should be a fairly rare occurrence.</p>
<p>You don&#8217;t have just one score, but many. Your FICO score, the one developed by Fair Isaac Corp. that runs from a low of 300 to a high of 850, will vary depending on which credit report company is reporting it and the kind of lender that requested it.</p>
<p>Most free scores are not the FICO scores that lenders request. You can buy FICO scores from Equifax and TransUnion—but not Experian—on MyFico.com for $15.95 each, but even then, they may not be the exact score the lender actually sees. You can, however, see each of your three credit reports—which include all the activity that is used to determine your score, but not the score itself—for free once a year by going to AnnualCreditReport.com. Because your scores aren&#8217;t likely to vary by much from each credit report company, ongoing tracking services are usually unnecessary.</p>

<p>Having your credit card stolen or misused, along with identity theft, are huge problems today, costing credit card companies $50 billion dollars annually, not to mention the costs to you – the consumer. Today we examine ways to protect ourselves from fraud.</p>
<p>Skimming is making illegal and unauthorized copies of credit or bank cards using small reading devices that “skim” the information from the original. This can happen via dishonest businesses or, for example, when you give your credit card to someone to pay for goods or services, as when you give your card to a server at a restaurant. The information can then be used to charge items or pay for things over the Internet. It’s a good idea to always watch carefully when you give your card to anyone, and especially when that individual must walk away from you in order to complete the transaction. These skimming devices have even been known to be disguised as cell phones. Additionally, when you are handed back your card, make sure it is indeed your card.</p>
<p>Phishing is sending bulk fake emails to consumers hoping one or more of its recipients will fall for the phony bank emails, or other phony “official” emails, and click on links to provide personal information. They succeed because they are very sophisticated looking, with logos or even URLs that are surprisingly similar to the real thing. Many times an unsuspecting victim clinks on the link and is taken to a fake web-site (I write “fake web-site” but they are very real; the only “fake” thing about them is their real intent, which is criminal). The victim then unknowingly supplies his/her own personal information.</p>
<p>Banks will never ask for personal information in this way. Be particularly cautious with your credit card numbers, your bank numbers, and even your mother’s middle name. Instead, if you receive one of these emails, visit your bank or other institution in person, via the bank’s secure web-site, or call directly. At any rate, you should never send this type of information in an email because emails are not secure, and the information could be intercepted. If you go to your bank’s secure web-site, you will know it’s secure by seeing the little key lock icon, usually in the lower-right-hand corner. Also, secure web-sites begin with &#8220;https,&#8221; not &#8220;http.&#8217; Look for that in the URL of the site you are visiting. If you do bank online, do not use the automatic sign-in option, and that goes for any credit card site as well. By the way, you will not be notified via email should you win a foreign lottery!</p>
<p>The security code is a three- or four-digit number on the back of your card. Merchants may use this number to ensure the card is actually in your possession when you make purchases over the phone or Internet. Zealously protect this number as well, as if thieves make off with the other information, they won’t be able to use it without this security code in some cases. (Many merchants now also verify your mailing address and zip code, so make sure these are up to date.)</p>
<p>To protect new cards, make sure you phone in verification as soon as you receive a new card. Sign the back in black, permanent ink. Some folks have taken to writing “ask for ID” on the signature line, but credit card companies recommend against this as some merchants require a signature. Record all the credit card information and keep in a secure place (not traveling with you!) in case there’s ever a problem, and keep copies of all receipts – both point-of-sale and ATM – to check against your monthly billing statement.</p>
<p>So what else can we do to protect ourselves? Of course always keep a close watch on all your belongings. Never travel with more credit cards than you will need. Do not travel with your social security card unless you’re going to need it. Put your credit cards separate from your wallet. If you lose your wallet or purse, or it’s stolen, notify your bank and credit companies immediately (your liability for unauthorized purchases is limited to $50 per federal law, but you could lose that protection should you be negligent in reporting the card missing or stolen).</p>
<p>Notify the post office immediately if you are moving, and if you move, call all of your creditors and let them know as soon as you do. Always put your complete return address on outgoing bills, and never leave outgoing bills in a mailbox in front of your house &#8212; leave them at the post office or other secure mailbox instead. Shred all credit and other solicitations before disposing of them, and know when your billing statements are due to arrive. Better yet, check to see if there’s an online billing statement option and choose that instead (though go to the site direct to pay!).<br />
Some web-sites that you visit offer “free access” if you provide credit information. Don’t fall for this – it’s likely you’ll be charged a one-time fee or even a revolving fee. Monitor your account for such activity.</p>
<p>Don’t write your PIN number down – memorize it. If a merchant calls you regarding a purchase, ask to call them right back. Don’t keep your PIN number with your cards. Don’t use your birthday or your children’s birthday for your PINs. Don’t lend out your card, because you will be responsible for whatever charges that person makes (if you knowingly and willingly give out your card).</p>
<p>If you will be traveling or making unusually large purchases, let your credit company and bank know. If you don’t, you may just get to Timbuktu and find you can’t use your card. On the other hand, Joe Criminal won’t be able to use it, either.</p>
<p>Notify your bank or credit company immediately if your cards are lost or stolen. Your liability is limited only if you take care of this notification in a timely manner. Follow verbal or email notification up with a letter and keep a copy. The letter should include your account or card number, the date the card went missing, and the date you reported it. When you report this loss or theft, you will be sent a fraud affidavit. Fill it out and have notarized immediately, return it, and keep a copy for your records.</p>
<p>Review your monthly statements immediately as they arrive. Consider using companies that allow online account access. This way you can monitor your account activity daily. Know when your bills are due, and report missing ones promptly (you are responsible for paying your bills even if you didn’t receive the statement).</p>
<p>Read the federal Fair Credit Billing Act. Know that you have the right to dispute charges on your credit card and ask for a “chargeback,” or a refund from the credit company. You cannot dispute a charge that has not yet been made, but with an online account, you can monitor daily for questionable charges. You must notify your credit company within 60 days to dispute a charge or you may lose that right. Always chronicle disputes in writing. If you phone your credit company, follow up with a letter. Make sure you fill out any forms or affidavits they send you, and always keep a copy.</p>
<p>Everyone is entitled to at least one free credit report annually. You have the right to get one free report from each of the three major reporting entities &#8212; Equifax, Experian, and Trans Union &#8212; for a total of 3 reports annually. Call 877.322.8228, or go online to www.annualcreditreport.com.</p>
<p>One last thing, you don’t have to pay extra for fraud protection provided you report any problems timely. Don’t be snookered into spending extra money each month that you don’t have to spend. Just make sure to report lost or stolen cards immediately.</p>

<p>On the other hand, if you&#8217;re leaving a job due to a lay off, termination or move, it can be a stressful process. And the decision of what to do with your 401(k) plan can add to the stress.</p>
<p>With the economic downturn, a startling 45 percent of individuals are cashing out their 401(k) plans when leaving their companies. It&#8217;s important to understand all of the choices you have and the impact of the decision you make.</p>
<p>* If your vested account balance is $5,000 or more, you can leave your money where it is, and taxes won&#8217;t be due until you withdraw money from the plan. If your vested account balance is under $5,000, you may be forced by your employer to take a distribution. One option is to roll your 401(k) account into an Individual Retirement Account. If you request a direct rollover &#8212; meaning you have the money transferred directly into the IRA &#8212; you won&#8217;t owe taxes until you withdraw money from the account. You can also receive the money first and then roll it to an IRA. This is called an indirect rollover. You will have 60 days to deposit the funds in an IRA. Because the money was not rolled directly to the IRA, 20 percent will automatically be withheld. You will need to make that up when you send the money to the IRA administrator.</p>
<p>* If you are going to work for a new company and will have a 401(k) plan there, you can roll your former company&#8217;s 401(k) money into your new employer&#8217;s plan. As with a rollover to an IRA, if you request a direct rollover, you won&#8217;t have to pay taxes until you withdraw money from the account.</p>
<p>* You can take a cash distribution for the full amount of your balance, but, of course, you&#8217;ll pay income tax on the money you receive. In addition, if you are under age 59 1/2, you may be subject to a 10 percent federal income tax penalty. And because you are receiving the money, 20 percent of your balance will be automatically withheld.</p>
<p>* You can leave some of the money in the plan and take the rest in cash or roll it to an IRA or new plan. Again, remember that any money taken in cash and not rolled over directly will be subject to the 20 percent withholding.</p>
<p>While taking some or all of the money in cash may seem appealing, it can result in taxes and penalties. It can also have a long-term effect on your retirement savings.</p>

<p>So which option is best? There&#8217;s no one right answer to this question. Leaving the assets in your former company&#8217;s plan or rolling the funds to an IRA both enable the money to remain tax-deferred. And if you elect the IRA option, you can access your assets at any time, plus you&#8217;ll likely have a wider array of investment choices.</p>
<p>Rolling funds to an IRA can enable you to choose funding vehicles that offer downside protection for income purposes and guaranteed lifetime income. For instance, IRA assets may be invested in a variable annuity, which offers optional living benefits that, at an additional cost, provide a guarantee of lifetime retirement income with potential for income increases (but not decreases) based on market performance.</p>
<p>If your job change occurs close to when you planned to retire, you may be concerned about maximizing future income. If this is within five years of retirement, you are entering the most critical time of your investment life, a time Prudential calls &#8220;The Retirement Red Zone,&#8221; which encompasses the five year period before and after retirement.</p>
<p>The decisions you make during this 10-year span may have a fundamental impact on how you spend the 20-plus years of life that follow.</p>

The good news is you don’t need harmful or expensive chemical products to keep your home clean. A few eco-friendly and economical items are all you need to make your living spaces sparkle.</p>
<p>For many cleaning jobs you need to look no further than your kitchen cupboards. If you’ve got a $1 box of baking soda, a $2 bottle of vinegar and a lemon, you’ve got what you need to clean most of your house.</p>
<p>Baking soda:<br />
Baking soda is nontoxic, earth-friendly, multi-purpose and cheap. A few ideas to keep your home baking soda fresh include:</p>
<p>* Sprinkle onto carpets and rugs, let sit for 15 minutes then vacuum away dirt and odors.<br />
* Add 1/4 cup to a load of laundry to help remove grease and freshen clothes.<br />
* Sprinkle in the sink and bathtub, make a paste with water and use as a safe, gentle scouring powder.<br />
* Spill some grease during cooking? Put a bit of baking soda on the mess, rub with a dry cloth and rinse with water.</p>
<p>Vinegar:<br />
White distilled vinegar kills mold, bacteria and germs and is a great way to avoid using harsh chemicals.</p>
<p>* Before you step in the shower and turn on the water, spray the shower door with full-strength vinegar to help ensure hard water deposits won’t stick to glass.<br />
* Clean grout by letting full-strength vinegar sit on it for a few minutes then scrub with an old toothbrush.<br />
* Clean your drain safely using 1 cup baking soda and 1 cup hot vinegar. Pour both down the drain, let foam for five minutes and flush with hot water.<br />
* Clean your microwave by bringing 1/2 cup vinegar and 1/2 cup water to a boil inside (remember to use a microwave safe bowl). Anything inside will just wipe clean.</p>
<p>Lemons:<br />
The acid in lemon juice makes a great (and good smelling) bleach alternative.</p>
<p>* Remove stains from a countertop by allowing lemon juice to sit on the stain for five minutes. Scrub with baking soda and watch the stain disappear.<br />
* Stain on a white T-shirt? Squeeze some lemon juice onto the stain, let the garment dry in the sun and the stain will be bleached away.<br />
* Add a few lemon peels to the garbage disposal and run it with hot water for the freshest smelling drain you’ve ever had.</p>
<p>For jobs where you need to purchase cleaning products, like dishwashing detergent, look for products that are safe for your family and the planet.</p>

<p>“If you could invest a few dollars and save $100, you’d do that, right? That’s what you’re doing when you invest in making your home more energy efficient,” says Michael Chenard, director of environmental affairs at Lowe’s. “An inexpensive air filter replaced at recommended intervals can save you $100 or more on your heating and cooling bills. Making your home more energy efficient saves you real money.”</p>
<p>Chenard recommends checking out Lowes.com/BuildYourSavings, to answer a few questions about your home and receive a list of recommended home improvements along with your estimated cost savings. He also suggests several ways to save money in your home.</p>
<p>Utility Savings:<br />
Toilets &#8211; Replace an old, inefficient toilet with a WaterSense-labeled model and you can save up to $90 per year off your water bill, according to the Environmental Protection Agency.</p>
<p>Light bulbs &#8211; When you replace your five most-used incandescent light bulbs with ENERGY STAR-qualified compact fluorescent blubs, you can save up to $70 a year. According to the EPA, the average cost of a CFL bulb is between $4 and $9, but they pay for themselves quickly in savings on your utility bill.</p>
<p>Programmable thermostats &#8211; As little as $30 and an hour or two is all it takes to save up to $500 a year, according to a 2008 article in Money magazine. ENERGY STAR-qualified thermostats with pre-programmed settings are intended to deliver savings without sacrificing comfort. For instance, your thermostat can automatically adjust the home’s temperature during sleeping hours or when no one is home achieving significant savings. The EPA recommends raising your thermostat four degrees in the summer and lowering it seven in the winter. Savings may vary depending on where in the country you live.</p>
<p>Do-it-yourself Savings:<br />
Lawn maintenance &#8211; If you use a professional lawn service to mow, trim and maintain your lawn and landscaping, simply doing it yourself can save up to $900 a year, based on the national average paid for professional services.</p>
<p>Pest control – If you’ve got termites, ants or rodents, you might be tempted to throw up your hands and call a pest control service. But you can do your own pest control easily and affordably and save up to $300 a year, based on a national average of professional pest services four times per year.</p>
<p>Tax Credits:<br />
Windows &#8211; Replacing 300 square feet of old, single-pane windows with more energy-efficient ENERGY STAR-qualified windows can save more than $460 every year in energy costs, according to the EPA. You’ll notice a difference in the summer when you don’t need to run your air conditioner as often and in the winter when your heater can rest more often.</p>
<p>Sealing and insulation &#8211; If you have less than 15 inches of insulation in your attic you can save money by adding more and also use expanding foam insulation to seal cracks and gaps where air seeps in and gets out and you can save up to $500 in annual energy costs, according to a 2008 Money magazine article.</p>
<p>“In addition to the savings you’ll see in your monthly bills through energy-efficient improvements, you may be able to take advantage of the tax credits in the 2009 American Recovery and Reinvestment Act,” says Chenard. “Certain energy-efficient improvements to residential properties, like replacement windows, are eligible for up to 30 percent of the cost of improvements (up to $1,500) in tax credits under the Residential Energy Efficient Property Credit.” </p>

<p>You&#8217;ve been instructed to wire a portion of the check to cover the taxes. You deposit the check and, after a couple of days, the bank gives you access to the money. A few weeks after wiring the money to supposedly cover the taxes, you learn that the check was counterfeit. Not only are you responsible for paying the money back to the bank, you may never be able to recover it from the criminal.</p>
<p>&#8220;This is just one of many ways that fake check scams work and savvy criminals are pursuing these types of crimes more frequently,&#8221; says Denise Jaworski of Western Union, a leader in money transfer services. &#8220;There is a misconception that when you deposit a check or money order, the bank confirms that it is good before allowing you to withdraw the money. This is an incorrect assumption and one that clever scammers are taking advantage of.”</p>
<p>According to the National Consumer’s League’s (NCL) Fraud Center, Fake check scams are the No. 1 type of reported fraud. These scams account for more than 40 percent of the complaints received by the NCL in 2008. According to Jaworski, these scams seem to be increasing throughout the financial services industry.</p>
<p>A telephone survey by the Consumer Federation of America, a nonprofit association of more than 280 pro-consumer groups, found the most common fake check scams are those involving lotteries (66 percent), grants (36 percent) and work-at-home opportunities (35 percent).</p>
<p>“Unfortunately with tough economic times, people are even more vulnerable to phony claims of sudden riches or ways to make money,” says Jaworski. &#8220;Western Union takes steps to help prevent these types of crimes, but the public is the first and best line of defense against fraud. Always be skeptical.&#8221;</p>
<p>Western Union and other concerned businesses have teamed with the Consumer Federation of America to help educate people about what fake check scams are and how to avoid becoming a victim. Here are seven tips for avoiding fake check scams:</p>
<p>1. When faced with an offer that sounds too good to be true, take a moment to ask yourself a few simple questions:<br />
* Who is this person?<br />
* Does this money really have to be sent immediately?<br />
* If you received a lottery check, did you actually sign up for the sweepstakes?</p>
<p>2. Never agree to pay to claim a prize. No legitimate sweepstakes or lottery would ever send you a check or money order and ask you to send payment in return. If you really won, you would pay taxes directly to the government.</p>
<p>3. Never agree to pay for grants from the government or foundations. They don’t offer money to people unexpectedly or charge to get it. Most grants go to organizations, not individuals, and require a lengthy and extensive application process.</p>
<p>4. Never agree to cash checks and send the money somewhere as part of a job working from home. That is not how legitimate employers operate.</p>
<p>5. Never agree to wire money to anyone you have not met in person or known for a long time.</p>
<p>6. If it seems suspicious, get advice. Consult your state or local consumer protection agency, the Federal Trade Commission, the Postal Inspection Service, or another trusted source.</p>
<p>7. Remember that there is no legitimate reason why anyone who wants to give you a check or money order for something would ever ask you to send money anywhere in return.</p>
